  1. ZCA-18 Amendment of Chapter 20 of the Zoning Code (Overlay Districts), adding Section 20.090, to establish the regulations of a special area overlay district to be titled “Neighborhood Character Overlay” (“NCO”), for properties which may subsequently be supplementally rezoned to NCO.
