What is NCI Collaborative?

The NCI Collaborative is a year-long program that promotes neighborhood revitalization, elevates safety, and enhances infrastructure in up to 3 neighborhoods through collaborative projects between neighborhood groups and City departments.

What is NCI, and how does it relate to this program?

The Neighborhood Conditions Index (NCI) is a collection of data points on the quality of Tulsa’s neighborhoods. The NCI covers the whole city, organized into 80 Neighborhood Areas, each with their own NCI Report.

NCI was used to select data points that could be addressed by City resources. These same data points are explored in participating neighborhoods’ NCI Reports to help select priorities and actions.​

What outcomes could I expect if my neighborhood is chosen to participate?

Past projects include installing speed humps and traffic signs, launching a Neighborhood Watch, a cost-free spay/neuter campaign, auditing sidewalk gaps and repairs, neighborhood clean-up events, and more.

What kind of help would my neighborhood receive?

The Planning Office works closely with neighborhood leaders on event planning, project coordination support, and information sharing. City Departments offer expertise and program support.

What are neighborhood group roles and responsibilities?

Participating neighborhood groups are responsible for securing meeting venues, inviting resident participation, coordinating with City departments, and sending 1-2 representatives to Task Force meetings.​

Each neighborhood will identify their top priorities and choose a number of projects to address them. Neighborhoods will put these projects into action through activities distributing flyers, coordinating volunteers, gathering resources, conducting surveys, etc.

Who can apply?

Neighborhood Associations, Homeowner Associations, Block Groups, and Tenant Associations registered with the City of Tulsa are eligible to apply. Business associations, nonprofit organizations, and informal groups will not be considered as applicants; however, they may serve as partners to the neighborhood applying.

Eligible neighborhoods must also be located within NCI Priority Group 1 or 2.

What are you looking for in an application?

Successful applicants will have a track record of being actively engaged and organized. Examples include holding regularly attended meetings, a history of conducting neighborhood projects, and participation in other neighborhood programs.

What is the timeframe?

Applications are open now through August 14th. ​

Selected neighborhoods will be announced in October.

Neighborhood meetings and collaborative projects will take place between January and November 2027.
